Vineland Downtown Improvement District Management Corporation Request for Proposal (RFP) for Accounting Services

1. Introduction:
Vineland Downtown Improvement District Management Corporation is a [501(c)(3) nonprofit organization dedicated to preserve, protect, and enhance the downtown area with its historic and natural assets, while raising the value of downtown properties and its businesses. As part of our commitment to transparency and compliance, we are seeking proposals from qualified accounting firms or individual accountants to provide audit and tax reporting services.

2. Scope of Work:
The selected accountant will be responsible for the following:

a. Conducting an annual audit of Vineland Downtown Improvement District Management Corporation’s financial statements in accordance with generally accepted auditing standards (GAAS).

b. Preparing and filing the annual Form 990 with the Internal Revenue Service (IRS) in compliance with all applicable regulations.

c. Providing recommendations for internal control improvements based on the audit findings.

d. Assisting in the preparation of any additional financial reports as required by regulatory authorities.

3. Qualifications:
Prospective candidates should possess the following qualifications:

a. Certified Public Accountant (CPA) designation.

b. Extensive experience in auditing nonprofit organizations.

c. In-depth knowledge of nonprofit accounting principles and compliance requirements.

d. Familiarity with IRS regulations related to tax-exempt organizations.

e. Strong communication skills and the ability to explain financial concepts to non-financial stakeholders.

4. Proposal Submission:
Interested parties are invited to submit their proposals by February 6, 2024. The proposals should include the following:

a. A cover letter introducing the accounting firm or individual, highlighting relevant experience, and expressing interest in the project.

b. A detailed description of the proposed approach to conducting the audit and tax reporting services.

c. A fee proposal outlining the costs associated with the services.

d. A list of references from previous nonprofit clients.

5. Proposal Evaluation:
Proposals will be evaluated based on the following criteria:

a. Experience and expertise in auditing nonprofit organizations.

b. Clarity and thoroughness of the proposed approach.

c. Cost-effectiveness of the fee proposal.

d. References from previous nonprofit clients.

6.Timeline:

a. Deadline for proposal submission: February 14, 2024.

b. Evaluation of proposals: February 16, 2024.

c. Notification of selected candidate: February 20, 2024

d. Commencement of services: February 21, 2024.
